What happened: A block rule matched. rule_keys names the rules; no value is ever returned.
How to fix it: Remove that data from the request, or ask an admin whether the rule should block.
Returned by: Gateway mode, Proxy mode, Browser DLP
Retry: Retrying the same request fails the same way.
